What Is the CDL L Restriction?
The L restriction means you may not operate a commercial motor vehicle equipped with air brakes. It is generally placed on a CDL when the driver completes the skills test in a vehicle that does not have an air-brake system.
Removing L can expand the trucks, buses and fleet vehicles you may legally operate, provided you hold the correct CDL class and any required endorsements.

What is an L restriction on a CDL?+
An L restriction means the driver is not authorized to operate a commercial motor vehicle equipped with air brakes. It is generally applied when the CDL skills test is taken in a vehicle without an air-brake system.
How is L different from a Z restriction?+
L prohibits operation of a CMV equipped with any air-brake system. Z applies when the driver tested in a vehicle with an air-over-hydraulic system and prohibits operation of a CMV equipped with a full air-brake system.
How do I remove the L restriction in Pennsylvania?+
PennDOT requires the air-brakes knowledge test, a full vehicle inspection and an on-road test in an air-brake-equipped commercial vehicle. PennDOT’s current table does not list a basic control skills test for air-brake restriction removal.
Is ELDT required for L-restriction removal?+
No. FMCSA states that drivers removing the no-air-brake L restriction under 49 CFR 383.135(b)(7) are not subject to the Entry-Level Driver Training regulations solely for that restriction removal.
Is training required?+
ELDT is not federally required solely to remove L. Focused instruction and practice may still help you understand air-brake components, complete the inspection correctly and safely operate the test vehicle.
