Arizona Treats Illegal Motorcycle Lane Splitting as Reckless Driving

Arizona has increased the penalty for illegal motorcycle lane splitting, a change that matters to truck drivers watching limited space around large vehicles. Land Line Media reported the rule September 18. House Bill 2941 took effect September 12 and classifies prohibited motorcycle movement between lanes or within another vehicle's lane as reckless driving. The enacted state law confirms the new classification.

A first conviction is a Class 2 misdemeanor. A judge may order the rider's license surrendered and suspend driving privileges for up to 90 days. Repeat reckless-driving offenses within 24 months can bring a Class 1 misdemeanor, at least 20 days in jail and a one-year suspension. Those penalties apply to illegal lane splitting; they do not erase Arizona's existing, narrowly defined lane-filtering allowance.

Legal filtering may occur only when traffic is fully stopped, the road has at least two lanes moving in the same direction and the posted limit is 45 mph or lower. The motorcycle may travel no faster than 15 mph while moving between stopped vehicles toward an intersection. Drivers should remember that state rules differ: some jurisdictions allow filtering, a smaller group permits broader splitting, and many prohibit lane sharing altogether.

For commercial drivers, the safest response is consistent space management rather than attempting to police another road user. Check mirrors frequently in congestion, signal early and recheck the truck's blind areas before changing lanes or turning. Do not intentionally close a gap on a motorcycle that may be moving legally. Fleets operating across state lines should include motorcycle lane-sharing rules in route-specific safety briefings. The legal details can change at a border, but the defensive-driving principle does not: assume a smaller vehicle can enter the space beside the cab quickly and leave room to react.
