Dalilah's Law Awaits House Vote on CDL Eligibility and Training Rules

A federal bill proposing changes to commercial driver licensing, training oversight and English-language enforcement remains pending in the U.S. House. Land Line Media reported September 4 that H.R. 5688, known as Dalilah's Law, has not received a floor vote after the House Transportation and Infrastructure Committee advanced an amended version on March 18.

Official House committee records show the measure passed the committee 35-26. The committee summary says the proposal would address CDL eligibility and state verification, strengthen oversight of entry-level driver training providers, require English proficiency for CDL holders and place drivers who fail specified standards out of service. The amended measure also contains provisions involving certain foreign dispatch and brokerage services.

Those provisions are legislative proposals, not current federal law. The bill would still need to pass the House and Senate in identical form and receive presidential approval before becoming law. Existing FMCSA regulations and enforcement guidance remain controlling in the meantime. Drivers, schools and carriers should therefore avoid treating campaign statements, advocacy messages or committee summaries as new compliance deadlines.

CDL programs can use the debate as a prompt to audit training records, instructor qualifications, testing preparation and the accuracy of information submitted to state licensing agencies. Drivers should continue meeting current English-proficiency, medical, testing and license-status requirements. Carriers can verify credentials through established hiring and monitoring processes without assuming that a pending bill has changed eligibility. If Congress advances H.R. 5688, the final enrolled text and any agency implementation instructions will determine the actual obligations, effective dates and transition rules.
