Diesel Export Ban Debate Sends ULSD Futures Down 16.57 Cents

Talk of possible U.S. diesel export restrictions produced a sharp split in energy markets on September 23. FreightWaves reported September 24 that ultra-low-sulfur diesel futures fell 16.57 cents per gallon, or 3.35%, to $4.7764. That was the lowest settlement since September 8, one day after the contract reached an all-time closing high of $5.2465. Gasoline's RBOB benchmark moved the other direction, rising 9.95 cents to $3.587 per gallon.

No export ban had been adopted when the report was published. A 90-day restriction was reportedly under discussion, while Energy Secretary Chris Wright opposed a blanket ban. The concern is that refineries produce diesel, gasoline and jet fuel together. If export limits create a domestic diesel surplus, refiners may reduce total crude processing rather than continue producing fuel they cannot sell abroad.

U.S. ultra-low-sulfur diesel exports averaged 1.33 million barrels per day in the week ending September 18, below recent weekly levels of roughly 1.6 million to 1.7 million. An analysis cited by FreightWaves estimated that eliminating a resulting surplus could require refinery run cuts near 2 million barrels per day. That scenario could reduce gasoline and jet-fuel supplies even while adding diesel availability.

For carriers and owner-operators, futures movement is an early signal, not a guaranteed change at the pump. Retail prices, local inventories and fuel-surcharge formulas adjust on different schedules. Fleets should compare actual purchase prices with contract surcharge indexes, preserve fuel receipts and avoid changing routes around a policy that remains unsettled. Driver speed, idling, tire pressure and planned fuel stops remain the most immediate controllable factors while federal officials debate broader market intervention.
