Iowa Harvest Exemption Allows 90,000-Pound Agricultural Loads

Iowa has temporarily relaxed certain state size, weight and permit rules for agricultural haulers during the fall harvest. Land Line Media reported the change September 14, and Governor Kim Reynolds' official proclamation says the relief took effect September 10 and runs through October 10 unless it is ended or extended earlier. The exemption applies on Iowa highways but excludes the interstate system.

Covered loads include soybeans, corn, hay, straw, silage, stover, fertilizer in dry, liquid or gas form, manure in dry or liquid form, and distillers grains. The proclamation permits a maximum gross weight of 90,000 pounds, but a vehicle may not exceed 12.5% above the applicable state gross-weight-table limit. The maximum legal axle weight remains 20,000 pounds, and posted road and bridge limits still control.

Those conditions make route planning essential. A combination can be below 90,000 pounds and still be illegal because of axle distribution, a lower posted bridge limit or travel on an interstate. Drivers should confirm the entire route before loading, scale the vehicle when possible and carry dispatch information that identifies the qualifying commodity. Carriers entering another state need to check that state's rules rather than assuming Iowa's proclamation follows the load across the border.

The relief does not suspend CDL requirements, hours-of-service rules, vehicle inspections, cargo securement or safe-driving duties. Iowa's Department of Public Safety will monitor implementation, and all laws not specifically waived remain in force. Fleets should retain weight tickets, train dispatchers on the expiration date and set internal alerts before October 10. The exemption can help move harvest freight efficiently, but the safest operating plan treats 90,000 pounds as an outer ceiling—not a target that overrides axle, bridge, equipment or roadway restrictions.
