ITC Trailer Import Vote Clears Way for Duties on Chinese Semi-Trailers

A final U.S. International Trade Commission injury vote has cleared an important hurdle toward antidumping and countervailing duties on certain van-type semi-trailers and subassemblies from China. TheTrucker.com reported the determination September 28. The American Trailer Manufacturers Coalition says the commission found that dumped and subsidized imports materially injured the domestic trailer industry.

The decision follows the Commerce Department's final affirmative dumping and subsidy determinations involving China. The coalition says the combined antidumping and countervailing duty calculations exceed 260% and expects Commerce to issue orders in October. The investigation includes van-type semi-trailer kits and subassemblies, including Chinese-origin components routed through another country when they remain within the scope of an order.

Canada and Mexico are on a different timetable. Commerce must still complete remaining final determinations before the ITC can issue its later decisions for those countries. Fleets and dealers should therefore avoid treating every imported trailer as subject to the same final duty today. Product scope, country of origin, entry date and later administrative decisions can change the amount owed.

For carriers planning equipment purchases, the trade case may affect trailer availability, quoted prices and delivery timing even before every order is issued. Buyers should ask vendors whether a quote includes possible duties, confirm who bears customs costs and keep the model, origin and component documentation connected to each order. Domestic manufacturers may gain pricing room, but fleets still need to compare total ownership cost, warranty support, lead time and parts availability. Importers facing a scope question should obtain qualified customs guidance rather than relying on a sales description alone.
