Louisiana Audit Finds Truck Weighing and Penalty Collections Fell Despite Higher Spending

A Louisiana Legislative Auditor report says the state’s commercial-vehicle size and weight programs are not effectively enforcing truck limits. Land Line Media highlighted the findings August 13. The official performance audit, issued August 5, reviewed the Louisiana Department of Transportation and Development’s stationary program and Louisiana State Police mobile enforcement on state and federal highways.

From fiscal 2023 to 2025, DOTD weighed 13.2% fewer trucks, identified 50.4% fewer violations, issued 36.3% fewer penalties and collected 42% less in penalties. During the same period, the stationary program’s police force grew by one-third and expenditures rose 13.9%, from $7.9 million to $9 million. Auditors also found that DOTD had not developed current size-and-weight procedures after stationary enforcement returned to the department.

Field observations found 15.6% of trucks illegally bypassing six weigh stations. Although state law authorizes bypass fines of $100 or $500 depending on gross vehicle weight rating, the audit said DOTD was not using that authority. Ten of 17 transferred weigh-station locations were operational as of April, and fragmented paper and spreadsheet records limited the state’s ability to identify enforcement gaps.

The audit recommends clearer responsibilities, stronger data tracking and legal changes that could permit virtual weigh stations and license-plate recognition. Those recommendations are not new operating rules today. Carriers must continue following current Louisiana axle, gross-weight, dimension and permit requirements, and an open scale signal still requires compliance. Dispatchers should confirm oversize or overweight permits before movement, route trucks through authorized corridors and retain permit documents in the vehicle. The report identifies enforcement weaknesses; it does not excuse bypassing a station or operating beyond legal limits.
