October Class 8 Truck Orders Fall 45% as Fleets Await EPA Clarity

Preliminary North American Class 8 net orders fell to 13,500 units in October, a 45% decline from the same month last year. TheTrucker.com reported November 5 that ACT Research sees continued hesitation among fleets as they weigh operating costs, equipment prices and uncertainty surrounding federal emissions requirements scheduled for the 2027 model year.

The monthly result is an early estimate, not a final production or sales count. ACT expects to publish complete October industry data in mid-November. The preliminary figure indicates how many new orders remained after cancellations during the month, while deliveries, backlogs and factory output follow separate schedules. Fleets should therefore avoid treating one order report as a direct measure of current freight demand or available truck capacity.

Medium-duty activity moved in the opposite direction. Preliminary Classes 5 through 7 net orders reached 18,000 units, 14% above October 2025. The contrast suggests that replacement and expansion decisions differ by vehicle class and duty cycle. Supportive spot-market pricing may improve confidence for some heavy-duty buyers, but financing costs, maintenance budgets and uncertainty over future emissions-related costs continue to affect timing.

For carriers, the practical decision is lane- and asset-specific. Compare the cost of keeping an older tractor with the payment, warranty, fuel economy and downtime assumptions attached to a replacement. Confirm manufacturer lead times and written specifications before relying on anticipated regulatory changes. Drivers and technicians may see mixed effects as fleets extend trade cycles or prioritize maintenance. October's decline signals caution in the Class 8 market, not the end of equipment investment across trucking.
