Operation Highway Shield Expands Federal Trucking Enforcement Across Four States

A three-day commercial-vehicle enforcement operation brought FMCSA inspectors, state highway patrols and Department of Homeland Security personnel together along freight corridors in Illinois, Indiana, Iowa and Ohio. Heavy Duty Trucking reported August 4 that the second phase of Operation Highway Shield combined ordinary roadside safety inspections with immigration and criminal investigations.

According to agency figures reported by HDT, 766 drivers and vehicles were placed out of service, 86 arrests were made, 36 English-language-proficiency violations were identified and 51 people were detained for suspected immigration violations. Authorities also reported recovering nearly $1 million in stolen cargo. Those categories describe different enforcement outcomes; an out-of-service order is a temporary safety action and should not be presented as a criminal conviction.

The report also describes a broader role for Homeland Security Investigations in cases involving suspected CDL-school fraud. Federal concerns have included false addresses, unqualified instructors, inaccurate training records and inadequate hazardous-materials instruction. HDT said DOT and DHS did not fully explain how participating agents are trained for school investigations, so schools and students should avoid assumptions beyond published agency requirements and documented enforcement actions.

For drivers, the practical preparation remains straightforward: carry valid licensing, medical and vehicle documents; complete a real pre-trip inspection; maintain accurate electronic logs; and be able to communicate with inspectors and understand road signs. Training providers should keep instructor qualifications, attendance, curricula and completion submissions accurate. The operation increases enforcement visibility, but it does not replace the normal standards governing every CDL holder, carrier and registered ELDT provider.
