REVOKE Act Would Give DOT Faster Power Against Chameleon Carriers

A bipartisan House bill would tighten federal motor-carrier registration rules aimed at chameleon carriers—businesses that reappear under new identities after safety violations, unpaid penalties or enforcement action. FleetOwner reported September 15 that Representatives Dave Taylor of Ohio and Shomari Figures of Alabama introduced the REVOKE Act, H.R. 10237. The proposal remains pending legislation, so it does not change a carrier's obligations today.

If enacted, the measure would clarify that a covered interstate carrier may legally operate only with an active USDOT registration issued after federal requirements are satisfied. It also would authorize the transportation secretary to inactivate an invalid USDOT number immediately and to inactivate registrations when required periodic updates are not completed. The bill targets operators that cycle names, ownership information or registration numbers while retaining the same trucks, managers, drivers or addresses.

For compliant fleets, the practical lesson is accuracy and continuity. Legal names, addresses, ownership records, vehicle lists and biennial updates should match across company documents, insurance filings and federal systems. A legitimate restructuring or sale needs a clear paper trail because shared people, equipment and locations can resemble the warning signs investigators use to connect related entities. Brokers and shippers may also increase registration checks when onboarding carriers.

Carrier managers should monitor the bill without treating it as law, review their public registration record and correct discrepancies through official channels. Drivers should confirm that the USDOT number displayed on a truck matches the employer or authorized carrier shown in dispatch documents. Stronger authority against evasive operators could protect safe carriers from unfair competition, but enforcement still depends on verified facts and due process. The immediate action is straightforward: keep registration information current, preserve ownership and transfer records, and never use a new identity to conceal unresolved compliance problems.
