Tougher U.S. scrutiny of cross-border trucking is raising concern about freight delays and driver availability even as industry leaders support enforcement against unsafe or unauthorized operations. FreightWaves reported October 18 that executives discussed cabotage, B-1 visas, English proficiency and driver qualifications during the International Road Transport Union's North American Transportation Forum and the CANACAR convention in Mexico City.
Foreign drivers may haul qualifying international shipments into and out of the United States, but they generally cannot move domestic freight between two U.S. points. Panelists said legitimate carriers support those boundaries and consistent safety standards. Their concern is that uneven interpretation at ports of entry or roadside can delay compliant equipment, reduce an already limited pool of qualified cross-border drivers and create uncertainty for shippers. The discussion described enforcement pressure and operational risk, not a new nationwide rule taking effect October 19.
Another deadline is approaching for customs operations. U.S. Customs and Border Protection's Electronic Export Manifest pilot for trucks is scheduled to finish testing October 23, according to the report. Cross-border trade has rebounded during 2026, so documentation problems or extended inspections can affect high-volume lanes at the same time carriers are planning capacity for the final quarter.
Carriers should separate true international moves from domestic repositioning, verify each driver's immigration and commercial credentials, and retain bills of lading that show the shipment's origin and destination. Dispatchers should avoid assigning an inbound foreign driver to an unrelated domestic load and should build realistic border time into appointments. Drivers should answer inspectors directly, carry current documents and contact dispatch before accepting changed instructions. Consistent records protect lawful operators while enforcement agencies focus on violations.
