FMCSA Removes More Than 10,000 CDL Training Providers

FMCSA has removed more than 10,000 entry-level driver training providers from the Training Provider Registry since December 2025, according to remarks by Chief Safety Officer Steve Dowling reported by FreightWaves on October 28. The agency is scrutinizing schools and other providers that fail to meet federal eligibility, curriculum, instructor, facility or recordkeeping requirements.

FMCSA's live registry offers a separate, continuously updated location count. On October 29, it showed 9,963 training locations removed and 418 locations under review, alongside 18,347 active providers and 31,151 active locations. Those location-based dashboard figures should not be treated as identical to the broader provider total cited by Dowling. The registry also reported more than two million drivers trained since the federal entry-level requirements began in February 2022.

The enforcement push extends beyond routine removals. An official FMCSA announcement says more than 110 providers received emergency removal orders in a coordinated fraud investigation involving 175 investigators across 40 states. A removal means the provider may no longer submit training certifications to the registry; it does not automatically invalidate every CDL previously earned by a student.

Prospective CDL students should confirm that a school and the specific training location are currently listed before paying tuition or starting required instruction. Save enrollment agreements, receipts and completion records, and ask how the school documents behind-the-wheel training. Carriers should verify that new drivers completed applicable training with a registered provider rather than relying only on a paper certificate. Schools should keep instructor qualifications, curricula, facilities and student records ready for review. The registry is a live compliance tool, so checking status near enrollment and again before completion can prevent an avoidable licensing delay.
